The roots of Tax Help Wyoming began in Washington DC in 1995, when Paul Heimer worked in a homeless shelter. He helped one of the clients to file his returns and the man received a tax refund, helping his situation immensely.
During tax season 2005, Paul started a program, the Volunteer Income Tax Assistance, an IRS sponsored program, as part of the Albany County Public Library Foundation. That first year, 205 people were helped to file their taxes for free. By tax season 2008, this program served 688 people with refunds of $700,000. To date, this program has filed returns for about half the states and is set up to file all states.
In 2009, Paul received a federal grant to start TaxHelp Wyoming.
